Report on CIL and Ear Marked Resources (EMR) funded projects – January 2023
Background and summary
This report updates Full Council on the situation regarding CIL and EMR projects as at 31st December 2022. At this date the EMRs totalled £187,273 as follows:

The appeal lodged by the developer of Deben Meadows was rejected. We hope to receive further CIL payments for this in 2023.

In terms of spend deadlines, the earliest unspent tranches now date from April 2020, which needs to be spent by April 2025.
Projects completed and paid using CIL/EMR
- Playing Field security CCTV system
- Speed Indicator Devices x 3
- Recreation Ground Car Park improvements
- Land Divestment improvements/enhancements
- Bredfield Bus Shelter – (No EMR created) – £2.4k in total but £700 funded by grant
- Hall Farm Road play equipment installation and enhancements
- Creation of car park and installation of bike racks in front of Winifred Fison House
- SWT wildlife events x 3
- Lighting of pathway to Pavilion (using solar lighting)
- Access road to Pavilion
- Yarmouth Road repeater roundels – funded partly by Cllr Nicoll
- Quiet Lanes – two lanes designated and signs installed
Projects in Progress
- Melton Road/Hill crossings – installed July 2022. Some money may remain on completion – awaiting final invoice.
- Pavilion – in use from December 2022. Final snagging being undertaken.
- Bredfield Road Feasibility Study – funded by grants from Cllrs Nicoll and Smith-Lyte
- De-fib for Pavilion – funded through Cllr Smith-Lyte and bequest
- Heavy duty gazebos – £1.5k allocated
- Planting at car park near Winifred Fison House
Prioritised Projects
- Beresford Drive play park – Highest priority – Recreation have agreed to hold a consultation day at Beresford Drive, similar to Hall Farm Road, on the 1st It was suggested to take place in the morning 10am-noon but afternoon may be more appropriate – the Hall Farm Road event was 2-4pm.
- Recreation Ground Play Park – High priority
- Recreation Ground Bike Track – High priority – Recreation have agreed to gauge interest of residents initially through posters in the woods and comm
- Bike racks at the Pavilion – High priority – will be installed after the landscaping has taken place.
- MUGA replacement – Medium priority
- Playpark Fencing – Medium priority
- Tennis Court Resurfacing – Low priority
- Solar Panels – Low priority
- EV Charging Points – Low priority
Additional Requests
A resident has asked if a bench can be sited along Melton Road to give somewhere for elderly/less able pedestrians to rest if they walk along Melton Road. The office has made enquiries about a suitable location as MPC does not own any land on Melton Road that would be appropriate. Cllr Nicoll may be able to part fund a bench but Councillors are asked if they are happy to fund the remainder (up to £500) if permission is granted.
